Abstrakt

Artykuł analizuje dostęp obywateli państw trzecich do rynku pracy Unii Europejskiej jako instrument wspierający realizację celów rynku wewnętrznego. Na podstawie analizy porównawczej regulacji prawnych i sytuacji demograficznej oraz rynku pracy w Niemczech i Polsce oceniono unijne i krajowe rozwiązania w zakresie migracji zarobkowej w kontekście malejącej mobilności pracowników wewnątrz UE oraz narastającego niedoboru siły roboczej. Wyniki badania wskazują na dwa odmienne modele. Niemcy w coraz większym stopniu kształtują podaż pracy poprzez selektywną politykę imigracyjną ukierunkowaną na pozyskiwanie pracowników o określonych kwalifikacjach, podczas gdy polski model pozostaje w przeważającej mierze odpowiedzią na bieżące zapotrzebowanie rynku pracy. Migracja obywateli państw trzecich uzupełnia zatem swobodę przepływu pracowników i staje się coraz ważniejszym czynnikiem wspierającym konkurencyjność gospodarki oraz łagodzącym skutki niekorzystnych zmian demograficznych.
