Abstrakt

W artykule zbadano, dlaczego formalne przyjęcie przez Polskę ram unijnych gospodarki o obiegu zamkniętym nie przełożyło się na istotną zmianę polityki publicznej. Łącząc analizę dokumentów legislacyjnych z analizą ramową 65 wypowiedzi parlamentarnych i medialnych z okresu od grudnia 2015 r. do czerwca 2025 r., autorzy identyfikują trzy mechanizmy – zawężenie poznawcze, podporządkowanie motywacyjne oraz destabilizację hierarchiczną – powiązane ze zjawiskiem substancjalnego wyjałowienia, rozumianego jako formalne przyjęcie idei przy jednoczesnej stopniowej erozji jej transformacyjnej treści. Wyniki analizy wskazują, że w badanym korpusie narracja zgodności regulacyjnej stopniowo wypierała systemowe rozumienie gospodarki o obiegu zamkniętym. Ustalenia te wnoszą wkład do badań nad europeizacją idei, pokazując ograniczenia analiz opartych wyłącznie na formalnej zgodności instytucjonalnej.
