Abstract
The aim of this essay is to analyse the most important legal acts and action mechanisms introduced by the European Union in the field of reducing the effects of floods, which pose a serious threat to the safety of the inhabitants of Europe, and which are a source of potential crisis situations. The text discusses the EU's actions in the legislative and institutional areas, which are part of the crisis management cycle consisting of prevention, preparation, response, and recovery phases. Based on the conducted analysis, it can be noted that the European Union's approach to security should provide comprehensive solutions, combining the development of civil cooperation with adaptation to new threats.
