Abstract

The article presents an analysis of the counter-terrorism system of the Federal Republic of Germany, through the lens of Critical Terrorism Studies (CTS), considering legal frameworks, institutions and the challenges posed by radicalisation processes. The aim of this study is to examine the mechanisms of Germany’s counter-terrorism strategy, which is based on combating political violence through surveillance and repressive measures, while also engaging communities in deradicalisation efforts. However, these procedures and methods have proven insufficient in addressing dynamic social challenges such as social marginalisation, political polarisation, and the exploitation of new technologies by extremist groups. The analysis demonstrates that the effectiveness of Germany’s counter-terrorism system in the coming years will depend on its ability to adapt flexibly to evolving threats and to integrate coercive measures with inclusive policies effectively.
