Wartości europejskie poprzez dziedzictwo: formatowana partycypacja w Radzie Europy

Abstrakt

W artykule przeanalizowano, w jaki sposób Rada Europy nadaje europejskim wartościom partycypacyjny charakter poprzez zarządzanie dziedzictwem, przyczyniając się w ten sposób do debaty na temat europejskiego procesu tworzenia wartości, legitymizacji instytucjonalnej i zarządzania kulturą. Koncentrując się na Konwencji ramowej Rady Europy o wartości dziedzictwa kulturowego dla społeczeństwa z 2005 roku (znanej jako Konwencja z Faro), Europejskich Dniach Dziedzictwa i Szlakach Kulturowych, autor rozwija koncepcję formatowanej partycypacji, aby przeanalizować, w jaki sposób partycypacja staje się instytucjonalnie rozpoznawalna i zarządzana. Artykuł identyfikuje trzy wymiary: społeczność, która kreuje podmioty dziedzictwa; dostępność, która zapewnia zaangażowanie publiczne; oraz mobilność, która łączy miejsca, podmioty i narracje ponad granicami. Autor argumentuje, że demokracja, różnorodność kulturowa, dialog międzykulturowy i odpowiedzialność stają się możliwe do realizacji poprzez społeczności dziedzictwa, coroczne tematyczne wydarzenia publiczne, sieci oraz procedury certyfikacji. Jednak formaty te są ambiwalentne: poszerzają one partycypację, jednocześnie filtrując, które podmioty, idee i praktyki mogą przyczynić się do europejskich procesów tworzenia wartości. Artykuł pokazuje, że wartości europejskie są nie tylko reprezentowane w inicjatywach dotyczących dziedzictwa, ale są instytucjonalizowane poprzez formy partycypacyjne, które zapewniają uznanie, dostęp i transnarodowe powiązania.
