Abstract

Postępujące zmiany klimatu intensyfikują zjawisko migracji klimatycznych, przy jednoczesnym braku odpowiednich ram ochrony migrantów środowiskowych w prawie międzynarodowym i unijnym. W niniejszym artykule przeanalizowano wpływ Europejskiego Zielonego Ładu (EZŁ) na kształtowanie regulacji dot. migracji klimatycznych w UE oraz wymiar zewnętrzny tych działań, ukazany na przykładzie Porozumienia z Samoa. Wyniki badania wskazują na marginalizację kwestii migracji środowiskowych w EZŁ oraz na strukturalne utrudnienia wynikające z rozbieżnych interesów państw członkowskich. Zastosowanie teorii sekurytyzacji i deeuropeizacji oraz metod analizy treści dokumentów źródłowych i analizy instytucjonalno-prawnej posłużyło weryfikacji hipotezy, iż działania UE na rzecz klimatu nie uwzględniają wyzwań związanych z migracjami klimatycznymi. Studium przypadku Porozumienia z Samoa ukazuje jednak potencjał umów handlowych dla włączania tych zagadnień do agendy politycznej.
